'ICT Pathways to Poverty Reduction' presents a conceptual framework to analyse how poverty dynamics change over time and to shed light on whether ICT access benefits the poor as well as the not-so-poor. Nevertheless, we remain uncertain of whether the poor have been able to use these digital devices to move out of poverty. What are truly the changes in the lives of the poor?
